GSAT-3 satellite, more commonly known as EDUSAT, was launched on 20th September 2004 by the Indian Space Research Organization (ISRO). This ambitious project was mainly intended to meet the demand for satellite communication based distance education system for the country. It was aimed at providing connectivity to schools, colleges and other academic institutions. The program is primarily meant to support non-formal education. Due to failure of EDUSAT (GSAT-3) satellite in March-2010 and in order to provide continuity of services, ISRO allocated satellite bandwidth to all Tele-Education networks in INSAT-4CR Ch#2, Ch#4 and Ch#12 (total 96 MHz) with 5 networks operating on time sharing basis.

Currently the State of Karnataka is provided with one EDUSAT Hub and is  allocated with 2 "one-way Audio and Video" Receive-Only-Terminal (ROT) Channels and 2 "Two-way Audio and Video" Satellite Interactive Terminal (SIT) Channels. DCE, together with the Department of Technical Education, uses one of the ROT Channels for EDUSAT network.

Department of Collegiate Education, as an eLearning initiative, introduced Tele-education through EDUSAT during the year 2007 on a pilot basis by installing Receive Only Terminals at 142 locations

A total of 304 Government First Grade Colleges across the state are in DCE's EDUSAT program network. Recorded and Live education lectures are being telecasted regularly  between 10.00 am and 4.00 pm on all week days. Students and faculty from colleges can interact with the live sessions by sending SMS to the dedicated mobile numbers
